SymptomSAP Note 207223 is used to process EWA reports at SAP, and is for custoemrs that don't have a Solution Manager system or it is unavailable to process EWAs. So this is really a check in SDCC/SDCCN for an EWA SDCCN Task to have been scheduled/run at least 2 times in the last 60 days, as EWA reports are intended to run once per week, this should. When I generate the EWA, it gives me a message ' We were unable to perform the check because program RTCCTOOL is missing(SAP Note 91488 )'. I learned this note, but it isn 't clear can you please let me know how can i run this programm.
With t-code SE38 or ST13, run the report RTCCTOOL to do the Service Preparation Check, get the following alert about 'Collectors and TCOLL':

Install/Upgrade ST-PI and ST-A/PI SAP components.
Install/UpgradeST-PI and ST-A/PI SAP components.In this screen-cast we will go through the steps required for ST-PI and ST-A/PI installation/upgrade
Pre-requisite : We need to execute report RTCCTOOL in SAP to get the required software version information.
Why RTCCTOOL ?The RTCCTOOL 'Service preparation check' checks the availability of required tools for a SAP service session. Run the report from SE38. The report connects to SAPNet R/3 and fetches a list of recommendations and notes for your system configuration. It checks whether they are implemented successfully and presents a list of missing addons and notes. The list combines all necessary information such as SAP Notes, implementation status, short description & implementation text and transport logs. Helpful procedures regarding service tools before/after upgrade are integrated into the tool and it can provide help for transport implementation.
1.Log into SAP and execute report 'rtcctool' via transaction SE38 . 
As per the report output , we have to install/upgrade following add-on in our system.
ST- A/PI - installation of ST-A/PI 01Q_700.
ST-PI - Upgrade ST-PI add-on to support package level 7 for ST-PI 2008_1_700.
2.From SAP market place we will download required files and un-archive them
2.1.1. Go to https://websmp201.sap-ag.de/installations > Browse Our Download Catalog > Plug-Ins. Now click on the version recommended by rtcctool.(ie ST-A/PI 01Q_700).

2.1.2.Select the required version , click on installation and download the below highlighted file.

2.2. Download support packages for level 7 of ST-PI 2008_1_700.
2.2.1. Go to https://service.sap.com/swdc > Browse Our Download Catalog > Plug-Ins and download below highlighted 7 files .
2.3.Copy all the downloaded files to /usr/sap/trans and and unarchive all of them using SAPCAR utility.

3.Once you have all the files un-archived. Log into SAP client 000 .
3.1 Go to transaction SPAM - client 000 (Do not use DDIC) and go to Support Package > From Application Server > and press Yes.
3.2. Now all the required files will be uploaded and you will get below screen.

4.Deploy ST-A/PI Add-on using SAINT
4.1 Log in to SAP client 000 and execute transaction SAINT. Click on Start button to start the component deployment. 
Follow the steps as shown in below screenshots all screens are self explanatory. 






Above screen confirmed that the package is deployed . Now we will continue with RTCCTOOL again to finish the post work for this Add-on.
4.2 Execute RTCCTOOL report again ,notice the first recommendation - It is to Activate the Digital signature.
4.3 Activating the digitalcertificate.Go to 'Goto' > 'Digital Signatures' > 'Activate Digital content verification'.



4.4 After activation of digital signature you will see Add-on ST-A/PI is green in RTCCTOOL report.
5. Upgrade ST-PI using SPAM
5.1 Go to SPAM in client 000. Click onDisplay /Define button to define the queue for the component deployment. 
Follow the steps as shown in below screenshots all screens are self explanatory. 







Above screen confirmed that the ST-PI is upgraded . Now we will continue with RTCCTOOL again to finish the post work for this Add-on.
5.2 Execute RTCCTOOL report again ,notice the first below highlighted recommendation..
5.3 As per above recommendation , go to 'Addons&Upgrade'> Execute 'Procedure after addon implementation'.
5.4 You will get below confirmation screen.

5.5 Congratulation you have successfully upgraded ST-PI and ST-A/PI components in your ABAP system. RTCCTOOL will show all green now.
